This position paper was funded by the Champion Foundation, based in Ōtautahi Christchurch. The Foundation is the fund-raising arm of the Champion Centre – a centre established over forty years ago which provides early intervention services for pēpe and tamariki (0-6 years) who have special needs or whose development is at risk.
